As you go through these readings, pay attention to the theme of politics and policy (or administration)—can they be separated? Your essay will address this issue. As part of your essay, do discuss Woodrow Wilson and his views. You should also address Max Weber, Dwight Waldo, and the Progressive Era.
1) Your essay should be a minimum of six typed pages.
2) This is a not general essay—do discuss the readings. Go into some degree of substance regarding what they say and how they help you to begin to develop an understanding of some issues that, still today, constantly swirl around the study of public administration
3)BASED ON THE READINGS, COMPARE AND CONTRAST them. I picked readings that broadly address the same theme (the topic you are writing on), so, it stands to reason, that by reading several different pieces dealing with the same theme, you can begin to see how different writers look at a similar issue--but in different ways. What is one reading emphasizing as important which is in contrast with another reading? Are terms that you see used in several readings, used in the same way? How do you account for the optimism or support that appears in one reading that contrasts with the pessimism or criticism in another reading?
8) AGAIN, SEE NUMBER 5--DO NOT discuss one reading in the first paragraph, then another reading in the second paragraph, and a third reading in the third paragraph, and so on--this is an essay--a focused essay with a theme.
